What the inspector wrote

Licensing Program Analyst (LPA) K. Canela arrived unannounced on 07/17/2025 at Kindercare Learning Center for the purpose of conducting Case Management - Deficiencies inspection. LPA arrived at the facility initially for an Annual Required Inspection of the Day Care Center Component, facility number 073401306. During the inspection LPA observed a deficiency accessible to school- age children in care. LPA met with Director Pamela Souza, who has livescan fingerprint clearance. There are a total of 32 children currently enrolled in the school-age program. Present during today’s inspection for school- age children was: 1 teacher and 11 school-age children Additionally in the facility were, 5 staff (4 fully qualified teachers and 1 assistant), 12 pre-schoolers, 22 pre-kindergarten, and a total 23 infants (under 24 months). Report continued on LIC 809-C... Page 2 The following deficiency was observed during today's inspection: Regulation Violation - 101238 (g)(1) Buildings and Grounds: LPA observed the kitchen, located adjacent to the school-age classroom, to be open and accessible to school-age children in care. The kitchen has a solid door which was propped open with a door stopper hinge (photos taken). LPA observed 3 (1 gallon) jugs of bleach (cleaner/poison) located under the open metal kitchen sink which does not have cabinets (photos taken). Additionally LPA observed 4 (1 quart) bottles of cleaning solutions and disinfectants located under the cabinet sink (for hand washing) on ground floor (photos taken). Cabinet sink was unlocked and does not have a locking mechanism. 11 School-age children were in the classroom adjacent to the kitchen which is separated by the kitchen door (which was open/unlocked). LPA observed 1 teacher supervising the 11 children in the classroom. Interviews conducted revealed the kitchen door is left propped open and unlocked to give staff quick access for snacks and food for children. LPA observed a key lock mechanism on the kitchen door. However, staff were unsure if the kitchen door has a key or where the key was to lock the door. LPA brought the violation to the attention of Director. LPA later observed 3 jugs of bleach were removed and placed in a locked cabinet at the end of the kitchen (near back door). The locked cabinet however, had the keys in the keyhole, allowing access to anyone entering the kitchen (photos taken). 4 bottles of cleaning solutions and disinfectants remained in the unlocked sink cabinet (photos taken with time stamp). Facility received a Technical Violation (LIC 9102 form) for the following regulation: 101238 Buildings and Grounds (a) Deficiencies cited (see LIC809-D page) from the California Code of Regulations, Title 22, Division 12, Chapter 1. Failure to correct the deficiency and/or repeat deficiencies within a 12-month period may result in civil penalties. Appeal Rights Provided. Exit interview conducted with Pamela Souza, Director, whose signature confirms receipt. A notice of site visit was given and must remain posted for 30 consecutive days.
