What the inspector wrote

On 11/20/2025 at PM, Licensing Program Analyst (LPA) Kareeca "Reeca" Sykes conducted a Case Management Inspection Kindercare Learning Center #1039. LPA met with Assistant Director, Toria Chatman and explained the purpose of today's inspection. Director Selene Acosta was not present during today's inspection. During today's inspection, there were no School age children or staff present. Assistant Director informed LPA that the children would arrive at the facility once school was out and the children were retrieved by the facilities transportation services. Assistant Director stated there are 60 School aged children enrolled. LPA is following up on an self reported Unusual Incident Report (UIR). During the course of the investigation of Unusual Incident, LPA inspected the facility, reviewed records and conducted interviews. Per the incident report, it stated an alleged incident occurred on 11/10/2025 and the Director became aware of the alleged incident the same day. In the report it was stated that C1 was left unattended in a classroom for approx. three (3) minutes to console C2 in the preschool age classroom who is C1's younger sibling. During the visit LPA observed the classrooms to be located next door to each other and connected by a door. When C1 returned to their original classroom, C1 was left alone until S1 found the child sitting in the classroom. It was determined that while C1 was in the preschool aged classroom, C1's class left and went outside for outdoor play. California Code of Regulation, Title 22 states that facility is required to have 100% visual supervision of children in care. LPA Kareeca "Reeca" Sykes informed the Assistant Director, Toria Chatman that this report dated 11/20/2025 documents a Type B citation and a Technical Violation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809-D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Assistant Director, Toria Chatman. A notice of site visit was given and must remain posted for 30 consecutive days.
