What the inspector wrote

On 11/3/2025 at 1:25 PM, Licensing Program Analyst (LPA) Kayla Merchant conducted an unannounced Subsequent Complaint Investigation at Angels Montessori Preschool - Concord. LPA met with Director, Maryam Karampour and explained the purpose of today’s inspection. The finding for the above allegation was delivered during the inspection. During the course of the investigation, LPA inspected the facility, reviewed facility records, obtained document and conducted interviews. Based on the lack of information and evidence obtained throughout the investigation, LPA could not determined whether or not the allegation happened. However, LPA reminded Director that staff should be mindful about touching children in ways that may be deemed inappropriate. Therefore the allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. No Deficiency has been cited for this allegation. Exit interview conducted with Director, Maryam Karampour. Appeal rights were provided. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECUTIVE DAYS.

  • RESPONSIBILITY FOR PROVIDING CARE AND SUPERVISION

    (a) The licensee shall provide care and supervision as necessary to meet the children's needs. (1)No child(ren) shall be left without the supervision of a teacher at any time...Supervision shall include visual observation. This requirement was not met as evidenced by: Daycare children were not adequately supervised during an incident where the children climbed a fence and threw rocks next door. LPA's also observed children not being visually supervised on 8/13/205 which poses a potential risk to the Health, Safety or Personal Rights to children in care.
