What the inspector wrote

On 9/17/2025 at approximately 10:45AM, Licensing Program Analyst (LPA) Jamel Maiwandi met with Licensee Pat Payton for a required 3-year annual inspection. Present during today\342\200\231s inspection was the licensee and 3 children. Hours of operation are from 06:00AM-6:00pm Monday-Friday. The home is a two-story house that consists of 4 bedrooms, 2.5 bathrooms, connected kitchen and family room, dining room, laundry room, garage, and backyard. The entrance to the daycare is the front door. The home was toured for Health and Safety Inspection. The home was observed to be orderly, with heating and ventilation for safety and comfort. There are no firearms on the premises as stated by the licensees. Detergents, cleaning compounds, and other items which could pose a danger to children are stored and inaccessible to children. LPA verified that the fire extinguisher is a 2A40BC and is fully charged. The home is equipped with both a smoke detector and carbon monoxide detector. There is a working telephone in the home. The home provides appropriate toys, learning materials and play equipment. The outdoor play area is located in the backyard with age-appropriate toys and equipment, and licensee was reminded to ensure 100% visual supervision of children is conducted during outdoor play times. There is a fully stocked first aid kit. There are no bodies of water located onsite. All required postings were observed posted on a wall. ON LIMIT AREAS: classroom 1, 2 bathrooms, kitchen and family room, dining room, backyard, bedrooms 2 upstairs OFF LIMITS: garage, laundry room Continues on 809-C Page 2 ISOLATION AREA: Living room The licensee conducts and documents fire and disaster drills twice a year with the last one conducted in 04/2025. Licensee\342\200\231s CPR and First Aid certificates are current and expire on 12/2025. Licensee has current mandated reporter training which expire on 7/24/2027. The Licensees were reminded of the responsibility as a mandated reporter. LPA reviewed licensee files and 4 children\342\200\231s files at 11:30am and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The facility provides Incidental Medical Services (IMS). LPA inspected medications to ensure they are current and unexpired. For IMS information see PIN 22-02-CCP. Continues on 809-C Page 3 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Pat Payton confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
