What the inspector wrote

On 10/07/2025 at 10AM Licensing Program Analyst (LPA), Kareeca "Reeca" Sykes conducted an Unannounced/Random Inspection at Hilltop Christian Preschool. LPA met with Director, Dorothy Coker and explained the purpose of today's inspection. During today's inspection, there were 24 children in care and 4 staff (2 teachers and 2 aids) in two classrooms. All adults in the facility have criminal background clearance. Facility's operating days and hours are Monday to Thursday from 7:30 AM - 5:30 PM and Friday 7:30 AM - 4:30 PM. The complete physical plant was inspected and LPA toured the premises with the Teacher Assistant Alejandra Pineda. The facility has 4 licensed classrooms however only use two for classroom instruction, one for the nap area, and another as a morning and afternoon activity area where parents will sign children in and out of the facility. All four (4) classrooms, restrooms, and kitchen were inspected. During inspection, children were engaged in various activities under the visual supervision of the teachers and aides. Disinfectants, cleaning solutions, and other items that are dangerous to the health and safety of children were stored in places inaccessible to them. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment were age appropriate and in good condition, free of sharp, loose, or pointed parts. Restrooms for children were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from tripping hazard. Foods and beverages were stored safely. Food storage area were clean, free of litter, rubbish, and rodents/vermin. Trash cans for solid waste had tight-fitting covers on and were in good repair. LPA observed a working Fire extinguisher, Smoke and Carbon Monoxide Detectors. Log shows that the last Fire Drill was conducted on September 18th, 2025. Facility does not provide transportation for children, but Director understands that children cannot be left alone, unattended in parked vehicles. Facility’s License, Parents’ Rights Poster PUB 393, Personal Rights, Activity Schedules, and Menus were observed to be posted. Continued on Page 2 Page 2 Outdoor Space: Outdoor playground was inspected and observed to be fully fenced and safe. LPA observed 10 chickens and a chicken coop. The chicken coop is fully fenced and secure for children in care. LPA observed play area for children. The play equipment was maintained in good condition and free of hazards. LPA observed climbing structures, a play structure, and a sandbox. LPA observed age appropriate toys and play structures. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. Shade is provided by way of covered areas. There were no bodies of water observed. Drinking water is arranged to be readily available to children during indoor and outdoor activities. File Review: Children sign in and out procedures and logs were reviewed. A sampling of Children and Staff files was taken for review. All files contained required documents. There was at least one Teacher with current certification in Pediatric CPR/First Aid present at the facility during inspection. Children's Roster and personnel report was reviewed, and a copy obtained. On or before March 30, 2018 any person who works in a child care facility shall complete Mandated Reporter training and renew the training every 2 years. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Director, Dorothy Coker , Appeal Rights and Procedures explained and provided
