What the inspector wrote

On 4/21/2026 at 8:30am Licensing Program Analyst (LPA) Morgan Pringle met with Director Jessica Darabi-Everett for an unannounced Required - 3 Year inspection. Present during the inspection were twenty-five (25) infants and seven (7) additional staff members. The facility was toured for a health and safety inspection and operates in three (3) classrooms. The facility operates from 6:45am - 6:00pm, Monday - Friday and holds an infant preschool as well (073403308). LPA observed the classrooms to have ample age-appropriate materials for the children’s learning and play that were clean, properly stored and in proper working order. All furniture was observed to be free from defects, in good repair and age appropriate. All toxins and hazardous materials were observed to be properly labeled in inaccessible areas. All medications were observed to be properly labeled and stored. All changing tables were observed to be free from defects, in good repair and properly padded. All diapering and toileting materials were properly labeled and stored as well. All diapering materials are brought from the children’s home. All cribs and cots were free from defects and in proper working order. The facility provides all napping materials which were observed to be properly stored and labeled. The facility provides sheets and blankets are brought from the children’s home. There are multiple properly working smoke detectors, carbon monoxide detectors, fire extinguishers, and first aid kits on site. The facility does not provide transportation. Page 1 of 4 The kitchen was observed to be clean, well maintained and free from defects. All food on site was observed to be properly stored and labeled. All formulas are brought from the children’s home, and all bottles and additional foods/milk are properly labeled and stored in the classrooms. All hazards and chemicals are kept separate from food and made inaccessible to the children in care. The facility provides lunch and two (2) snacks. All children bring their own water bottles from home and have access to clean drinking water in and outside of the classrooms. The outside play yard was observed to be fully fenced, well maintained, with appropriate age materials for the children. All play materials for the children were observed to be in good repair. There is plenty of shade for the children as well. LPA did not observe any harmful bodies of water in or around the facility. The facility is operating within its licensed capacity and is in ratio. All staff working at the facility have obtained a criminal record clearance or have transferred their clearances. The fire/disaster drill log is complete with the last drill logged 2/12/2026. A physical census of the children was taken and cross referenced with the electronic sign-in and out log. All children were signed in by their parent or authorized representative. All required postings are posted in the front of the facility. LPA obtained a sample of the children’s files, staff files, and the facility files. Through record review it was found that infant needs and services plans need to be updated (see LIC809D). Deficiency cited during inspection Needs and services plans needs to be updated Director was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/ . Personnel and facility rosters must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . Page 2 of 4 Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . ( https://www.cdss.ca.gov/infosources/child-care-licensing/water-testing-information ) LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Page 3 of 4 Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
