What the inspector wrote

On 5/21/2025 at 9:05AM, Licensing Program Analyst (LPA) Jaleesa Jackson met with Director Holly Higgins for an Unannounced Annual/Random Inspection. Also present for this inspection were 2 fingerprint cleared staff and 13 preschool aged children. The facility is operating at the St Anselm's Episcopal Church. The hours of operation are Monday - Friday 9:00AM to 1:00PM. The facility was toured to conduct a health and safety inspection. The preschool operates out of 3 classrooms. All 3 classrooms are clean with heating and ventilation for safety and comfort. There are toys and learning materials available to children throughout the classroom. There were no toxins present during today's inspection. Classroom furniture accessible to children was observed in operable condition and free of loose, sharp, or pointed parts. The center has a fully charged fire extinguisher and working carbon monoxide smoke detector. The facility has a working telephone. The facility provides AM and PM snacks for the children. The snack menu is posted in the classroom. The play area has a play structure that has sand below to absorb falls. The outdoor play area has a herb garden as well. LPA observed a balance beam with unfinished wood and sharp edges. LPA informed Director that the balance beam would either need to be replaced or removed due to the children playing with no shoes and the risk of splinters from the balance beam. Director stated she will remove the balance beam from the outdoor play area. LPA observed 2 water tables for outdoor water play. Drinking water is available to children inside and outside the facility. There are several shaded areas in the outdoor area. Continued on 809-C LPA reviewed 5 children's files and 4 staff files. LPA observed all required forms are posted in public review. LPA reviewed sign in/sign out binder with all children present signed in. LPA reviewed the fire and earthquake drill log. Drills are conducted at least every six months. The last fire and earthquake drills were conducted 1/14/2025.. There was 1 deficiency cited on today's inspection. See 809-D for deficiency. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative Holly Higgins.
