What the inspector wrote

On June 26, 2025 Licensing Program Analyst (LPA) Indira Loza arrived unannounced to conduct an Annual/Random inspection. LPA met with Licensee Pauline Cole. Present during today's visit were two infants, and one school-age child. LPA toured the home for a Health and Safety check. The daycare operation hours are 5am-6pm Monday \342\200\223 Friday. The facility is a single-story home with three bedrooms, three bathrooms, living room, dining room, large family room, kitchen, backyard, and side yard. ON LIMIT AREAS: Bathroom next to the family room, family room, dining room, backyard, and side yard on the left of the house. OFF LIMIT AREAS : all three bedrooms, two bathrooms to the left of the hallway, kitchen, living room, and the yard on the right side of the house. The off-limit areas will be inaccessible by child gates, closed and/or locked doors and adult supervision. ISOLATION AREA is in the Dining Room. The inside of the home is observed to be neat, clean with ample age-appropriate materials for the children. All toxins and cleaning products were observed to be in inaccessible areas. The infants bring their food from home and the licensee provides all food to the preschool and school-age children. The home has one fully charged 2A10BC fire extinguisher next to the front door of the home. There is a working carbon monoxide detector on the parent board, a working smoke detector in the family room, and a working telephone. The licensee does not carry liability insurance and the children files reviewed had an "Affidavit Regarding Liability Insurance for Family Care Home" (LIC282). At approximately 11:41am, LPA observed an infant sleeping sleeping in a pack n' play with a blanket, a pacifier with a clip and attached to their shirt. The Licensee uses a portion of the backyard and the entire side yard for outdoor play and both are fully fenced. Access to the backyard and side yard is through the family room. There are no pools, hot tubs or any other bodies of water on the premises during today's inspection. The facility is operating within its licensed capacity and is in ratio. The licensee\342\200\231s Pediatric CPR & First Aid has been completed and expires on April 26, 2027. The Fire/disaster drills have are current and recorded with the last drill conducted on 6/26/25. LPA reviewed 3 children files and the licensee's file. The infant files did not have current sleep logs. Licensee was reminded that California law requires Licensees to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident and Licensee must submit the Unusual Incident/Injury form (LIC 624B) to the Department. Licensee was reminded that any structural changes or additions to the home must be reported to Community Care Licensing. Children\342\200\231s Roster must be properly maintained, and fire/disaster drills must be conducted every six (6) months and documented. Licensee was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Licensee was also informed that Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting https://mandatedreporterca.com/ . LPA informed Licensee that all forms can be downloaded at www.ccld.ca.gov . The Licensee currently does not provide Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/dayfor a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
