What the inspector wrote

On January 22, 2026, Licensing Program Analyst (LPA) Indira Loza met with Licensee Carmen Diaz for an Unannounced Required - 3 Year Inspection . Present during the inspection were two infants, eight (8) preschoolers, and four (4) school-age children, the Licensee, Licensee's Assistant, Licensee's adult child, and Licensee's husband. Residing in the home is Licensee, her spouse, Licensee's adult child, and one minor child. The home was toured for a health and safety inspection. The facility operates Monday - Friday from 7:30am - 5:30pm. The facility is a single story home consisting of three bedrooms; two bathrooms; living room; large family room; kitchen; and a fully fenced in backyard. ON LIMIT AREAS: Hallway bathroom, master bedroom located to the left of the hallway bathroom, living room, dining room, family room (daycare room), and the entire backyard. OFF LIMIT AREAS : The bedroom at the end of the hallway and bedroom on the right side of the hallway, kitchen, laundry room next to the family room, and master bathroom. The off-limit areas will be inaccessible by child gates, closed and/or locked doors, and adult supervision. ISOLATION AREA is the living room Upon entry of the daycare LPA observed the Licensee caring for 10 children without an assistant. The Licensee's assistant arrived 20 minutes later. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. The home is clean and orderly, with heating and ventilation for safety and comfort. The home has safe toys, play equipment, and materials available to the children. Licensee stated there are no firearms in the home. There are no pools, fixed-in-place wading pools, hot tubs, spa, fish pond or any similar bodies of water on the daycare premises. The home has a fully charged 3A40BC fire extinguisher located in the kitchen, a working combined smoke and carbon monoxide detector located in the hallway, and a working telephone. All required forms are posted and visible for public view in the family room (daycare room). The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 7/18/25. The Licensee's CPR and First Aid certificate is current and expires on 2/9/26. The Licensee has a current Mandated Reporter certificate which expires 2/5/27. LPA reminded the Licensee that the Mandated Reporter certificates have to be renewed every two years. LPA reviewed 5 children\342\200\231s files and two staff files, all children files were complete. The Licensee maintains sleeping logs for the infants in care. One Type B citation was issued during today's visit. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Carmen Diaz. Report and Notice of site visit provided. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
