On 4/23/2026 at approximately 1:15PM, Licensing Program Analyst (LPA) Jamel Maiwandi met with Licensee Anita Carpenter for an Unannounced Annual/Random Inspection . Present during the inspection was the licensee, and two preschool children. Residing in the home are the Licensee and two adult children who are both fingerprint cleared. Licensee’s home was toured for a health and safety inspection. The facility operates 7AM – 6PM Monday-Friday. The home is a one story home that consists of three (3) bedrooms, one (1) bathroom, kitchen, dining room, living room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPA observed the following precautions accessible cabinets and drawers in the kitchen have safety latches. Licensee stated that there is no fireplace, firearms or pets in the home. LPA did not observe a body of water in or around home. ON LIMITS AREA: The living, the dining room, the kitchen, the bathroom, the master bedroom, and backyard. OFF LIMITS AREA: Bedroom 2, Bedroom 3, and the garage which are all made inaccessible by locked doors, visual supervision, and child proof door knob covers. ISOLATION AREA: A section on the couch in the corner away from other children in care. Continues on 809-C Page 2 The home has a fully charged 3A40BC fire extinguisher, a working duel smoke/carbon monoxide detector in the hallway and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 03/2026. Licensee has current CPR and First Aid which expires on 12/2026 . The Licensee has current Mandated Reporter training which expires on 4/30/2026. LPA reviewed 2 children’s files at 1:45PM and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Continues on 809-C Page 3 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Anita, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
