What the inspector wrote

On 5/8/23 Licensing Program Analyst (LPA) Monica Mathur conducted an unannounced Required Annual Inspection at Elena Gelerian's Family Child Care Home. LPA met with Licensee, Elena and explained the purpose of today\342\200\231s inspection. Present in the home were Licensee and four (4) day care children (2 infants, 2 preschoolers). Facility is in compliance with required ratios today. Days/hours of operation are Monday-Friday from 8am-6pm. Adults who live in the home have Criminal Background Check Clearances. INDOOR space was inspected. It is a single floor home. IN USE AREAS : 2 bedrooms (nap), Hallway Bathroom, Play room (rear end of home) OFF LIMIT AREAS : Living room, Dining area, Kitchen, Laundry, 3 bedrooms LPA observed sufficient materials, toys, and play equipment. Children were engaged in various activities under the supervision of the Licensee. All detergents, cleaning compounds, medications, and other similar items were inaccessible to children. Furniture and equipment were age appropriate and in good condition. Licensee was reminded that no baby walkers, jumpers or bouncers are allowed in day care. The home is sanitary, orderly and safe. There is a screened fireplace in off limit living room and no stairs in the home. LPA observed a fully charged fire extinguisher that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There is a fish tank in the play room which is inaccessible to children. LPA reviewed a current Children Roster, Emergency Disaster Plan LIC610A. All required postings were observed posted on a wall. Licensee states she does not transport children. She provides snacks/meals. Food storage area was observed to be clean. OUTDOOR space was inspected. Children play in grassy area which is cordoned off from rest of the yard by plastic fences. Play equipment was observed in safe condition and free of hazards. The yard was fenced and there were no bodies of water observed. A in-law unit located in the outdoor area is off limit. Licensee stated that unit is used by her spouse as office space. FILE REVIEW: Children, Licensee files were reviewed. Licensee\342\200\231s certifications for CPR/First Aid are current, expires in 2024. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department . Licensee was reminded that off limits areas can be used only after an inspection has been completed and area approved by Licensing Office. To receive Newsletters, Provider Information Notices (PIN) and Updates, email to: ChildcareAdvocatesProgram@dss.ca.gov Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the Safe Sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. In the areas that were evaluated, no regulatory violations were observed . Technical assistance was provided for baby walkers, bouncers, safe sleep log, individual sleep plan LIC9227 and mandated reporter training. Exit interview conducted and report was reviewed with the Licensee, Elena Gelerian. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS
