On 9/27/2023 at 9:24am Licensing Program Analyst (LPA) Morgan Pringle met with Director Jacque Kirk, for an Unannounced Required 1-Year Inspection . The facility is located on the Canyon Creek Presbyterian Church campus. During the inspection there were seventy (70) preschool age children, and thirteen (13) additional staff present during the inspection. Five (5) classrooms, The Delightful Ducks, Gentle Giraffes, Joyful Jaguars, Kind Koalas and Peaceful Pandas, were toured for a health and safety inspection. The facility operates 7:30am \342\200\223 6:00pm, Monday \342\200\223 Friday. The facility is dual licensed and has an infant and school age license. The facility has ample age-appropriate materials in the classrooms that were observed to be clean and in good condition. All toxins, cleaning products, children\342\200\231s medication, and hazardous materials were observed to be in inaccessible areas. The children\342\200\231s bathrooms were observed to be clean, well maintained, free of defects with ample number of sinks and toilets that are in proper working order. The diapering areas were observed to be clean, properly cushioned, and free from any defects. The facility uses child sized cots for sleeping and all children bring their own napping materials. All equipment used for napping was observed to be clean, free from defects and properly stored. There are multiple fully charged fire extinguishers, carbon monoxide detectors, and smoke detectors on site. Facility does not transport children. All food prep areas were observed to be clean and free from defects. All children bring their own lunch from home and two (2) snacks are provided daily for the children. All food that is brought from the children\342\200\231s home is properly labeled and stored. All food provided by the facility is properly stored and labeled in each classroom. All children bring their own water bottles to school and have access to clean drinking water on site as well. Page 1 of 4 The outside play yard is fully fenced with ample age-appropriate materials for the children. The play structure is well maintained with ample cushion under the slide for children\342\200\231s safety. There are locked storage sheds and ample shade for the children. LPA did not observe any harmful or unattended bodies of water in or around the facility. The facility is operating within its licensed capacity and is in ratio. All staff working have obtained a criminal record clearance, exemption, or transfer. The fire/disaster drill log is complete with the last drill logged on 9/15/2023. A physical census of the children was taken and cross referenced with the electronic sign-in and out log. All children were properly signed in by their parent or authorized representative. All required postings are posted in the office. LPA obtained a sample of the children\342\200\231s files, the staff files, and the facility files. All files were complete. No deficiencies were cited during the inspection. Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/ . Personnel and facility roster must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. Licensee was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Page 2 of 4 LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
