What the inspector wrote

Licensing Program Analyst (LPA) Cherie Acosta conducted an unannounced visit to investigate the above allegation. LPA met with Director Brittany Billeci. During the investigation LPA conducted interviews and reviewed Child Supervision Record (CSR). Director admitted that the infant class has been out of ratio in the mornings on most days. Based on the CSR, 1 teacher has supervised up to 6 children alone for up to 8 minutes. Based on interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is to be substantiated. Notice of Site Visit was provided and must be posted for 30 days. Exit interview and report reviewed with Brittany Billeci.
