What the inspector wrote

On 8/31/2022 at 11:21am, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Teresa Perez for an Unannounced Required Annual Inspection . There were 22 preschool age children in care and five additional fingerprint cleared teachers. The teacher/ child ratio was being met today. The center was toured for a health and safety inspection. The facility operates from 7:00am \342\200\223 6:00pm, Monday through Friday. The preschool operates on the corner lot of a converted house. The entrance to the center is located in the parking lot through the play ground. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating and lighting and ventilation is adequate. There are a total of three toilets and four sinks available for the children which are sanitary and in operational condition. There are supplies available for the children to wash and dry their hands. There is a separate bathroom for staff. The activities and toys appear to be age appropriate for the children in care. The outside play area is the fenced in with shaded areas and age appropriate toys. There is a large play structure and the yard is covered with rubber pieces to absorb a fall. There is a water jug and the children have personal water bottles for drinking while outdoors. There is an outdoor sink for children to wash hands. LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children during todays inspection. The center prepares and provides snacks and lunches are brought from home. The kitchen was maintained in a clean manner and within regulations. There are current menus posted outside. The children have their own cubes to store personal belongings and bedding. All children have access to clean drinking water in each classroom. The fire system is hard wired, there is a working carbon monoxide detector in the classroom and a fully charged 3A40BC fire extinguisher. All required documents are posted for public review. Disaster drills are being conducted at least once every 6 months, the last drill was recorded on 7/29/22. The center is equipped with a fully stocked first aid kit and a working telephone. A review of 10 children's files and six present staff files were reviewed and all files were maintain within regulations. All staff have been fingerprint cleared and associated to the facility. A current children's roster and Personnel report was obtained during the inspection. Report continued on 809C Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Personnel Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or email. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s files and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
