Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Cherie Acosta conducted an unannounced Required 3 year inspection. LPA met with Antoinette Blacknell-Mills. There were no children in care today. Licensee is not currently caring for children in the home. Licensee is currently offing transportation of children to and from school only. The home was toured for Health and Safety Inspection. The on limits area of the home has changed since the previous inspection. Licensee had the home remodeled approximately 2018. Licensee stated the on limits area is the den/child care room and the bathroom located off the child care room. Licensee had this bathroom added to the home during the remodel. During the remodel the existing hot tub was fully enclosed by walls. The door to enter the hot tub room is locked with a key. The hot tub is visible through windows. The backyard is off limits to children. Licensee plans to take the children to a near by park for outdoor play if she begins caring for children in the home. The remainder of the home is off limits to children. Off limits areas will be made inaccessible by use of gates, closed and/or locked doors and visual supervision. There are no firearms on the premises as stated by the licensee. Detergents, cleaning compounds, medications and other items which could pose a danger to children are stored and inaccessible to children. The home has an electric fireplace insert that is located in the off limit area of the home. There is a working telephone in the home. Mandated reporter training was completed 11/7/23. Licensee is in compliance with required immunizations for childcare providers. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.
