What the inspector wrote

On 4/17/2026 at approximately 02:20PM, Licensing Program Analysts (LPA) Jamel Maiwandi and Ashley Hollinger met with Licensee Maria Moreno for an unannounced annual inspection. Present during today’s inspection was the licensee, their assistant, their adult daughter, their spouse, 5 preschool children, 3 infants, and 1 school-age children. Licensee stated there are 11 children enrolled. All adults present have required fingerprint clearances. The family childcare home’s hours of operation are Monday-Friday from 6 :00 am-6:00pm. LPAs toured the indoor and outdoor spaces of the home with Licensee. It is a single floor home consisting of 3 bedrooms, 2 bathrooms, family room, living room, kitchen, garage, and backyard (with a shed and enclosed gazebo). On Limit Areas : Family Room (Main area for daycare), Living room, Kitchen, Master Bedroom, Room #1, Room #2, Bathroom #1, Bathroom #2, and Backyard (Not including the shed). Off Limit Areas : Garage (Made inaccessible to children with child proof lock) and the Shed (Made inaccessible with a lock) Isolation Area: Bedroom #2 OUTDOOR space was inspected and was observed to be maintained in safe condition and free of hazards. The yard was fenced and there were no bodies of water. Continues on 809-C Page 2 LPAs inspected the indoor area and observed all off-limit areas to have been made inaccessible by closed and/or locked doors and visual supervision . Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There are ample number of safe toys, play equipment, and materials observed for children. LPAs reminded licensee that baby walkers, bouncers, jumpers and similar items are not allowed in family childcare homes. There is a working telephone in the home. LPAs verified all poisons, cleaning solutions, medications, and other items that pose a danger to children are locked and inaccessible to children. The licensee was reminded that all cleaning compounds, medications, and poisons must be in a locked cabinet/drawer or placed out of reach of children. Knives and kitchen utensils were observed to be inaccessible to children. The home is equipped with a fully charged 3A40BC fire extinguisher and working carbon monoxide detector. There is a fully stocked first aid kit located in the home. Licensee states that there are no pets in the home. Licensee stated there are no firearms or weapons located in the home. LPAs inspected the outdoor area and found it to be fully fenced with a brick wall and wooden fence that is at least five feet tall and reminded licensee the areas off limits to be made inaccessible via locked gates/gates and visual supervision. LPAs observed there to be no pools, hot tubs, or other bodies of water located in the outdoor area. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 12/2025. The licensee has current CPR and First Aid certificates that expire on 7/19/2026 and current mandated reporter training that will expire on 11/2027. The Licensee was reminded of the responsibility as a mandated reporter. LPAs reviewed 2 staff file and 5 children’s files at 2 :30 pm and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continues on 809-C Page 3 LPAs discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Maria Moreno confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
