What the inspector wrote

On 4/27/2026 at 1:30PM, Licensing Program Analysts (LPAs) Mone Flores and Kareeca "Reeca" Sykes met with Licensee, Cheri Horner, for an Unannounced Annual/Random Inspection . Present during the inspection were five preschool aged children and one school aged child in care. Residing in the home are the licensee, licensee's spouse, and licensee's adult child who are all fingerprint cleared. Licensee’s home was toured for a health and safety inspection. The facility operates 7:15AM – 5:30PM, Monday - Friday. The home is a one-story home that consists of four (4) bedrooms, two and a half (2 & 1/2) bathrooms, kitchen, dining room/nook area, living room, family room, laundry room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be located in inaccessible areas during today’s inspection. LPAs observed the following precautions: the wood burning fireplace is blocked off and made inaccessible to children in care. Licensee stated there are no firearms inside of the home and 5 pets (2 dogs, 2 cats, and 1 tarantula) inside of the home. LPAs did observe a hot tub located in an off limit area of the backyard which Licensee stated is emptied, not used and LPAs observed to be fully covered meeting Licensing's guidelines. ON LIMITS AREA: The family room, living room (which are the main areas of the day care), the half (1/2) bathroom which is located to the left of the living room, kitchen, dining room/nook area, and the fully fenced backyard, not including the gated left side of the patio and the gated right side of the home. Continued on Page 2 Page 2 OFF LIMITS AREA: Bedroom 1 (Master Bedroom) , Bedroom 2, Bedroom 3, Bedroom 4, bathroom 1, bathroom 2, laundry room, gated left side of the patio in the backyard, gated right side of the backyard, and the garage. The yard is fully fenced and has an AC unit inaccessible by safety gate. ISOLATION AREA: A couch located along the wall in the living room, away from other children in care. OUTSIDE PLAY AREA: fully fenced backyard (not including gated left side of the patio and gated right side of the backyard). The home has a fully charged 2A10BC fire extinguisher, a working dual smoke/carbon monoxide detector in the hallway, a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 04/27/26. The licensee's CPR and First Aid certificate is current and expires on 3/24/2027. The Licensee was reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which was conducted on 06/06/25 and expires on 06/06/27 . LPAs reviewed six children’s files at 03:30 PM and obtained a current facility roster. The licensee is in compliance with the immunization law. Facility does provide transportation for children, but licensee understands that children cannot be left alone, unattended in parked vehicles. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page 3 Page 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Cheri Horner, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. No deficiencies were cited during today's inspection. A notice of site visit was given and must remain posted for 30 consecutive days.
