What the inspector wrote

On 05/01/2026, Licensing Program Analysts (LPAs), D. Santiago and J. Maiwandi conducted an unannounced Case Management inspection for an INCREASE in capacity at YMCA- Valhalla. The center is located on site at Valhalla Elementary. Upon arrival, LPAs met with Katie Krider- Assistant Site Director, later Facility Representative/ Site Director Julie Mendenhall arrived at the center. Applicant is requesting to be licensed for 126 school age children in 3 classrooms: YMCA, P1, and P7. The facility operates from 7:00am – 6:00pm Monday through Friday. Present during today’s inspection were 4 children with 4 staff members. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Julie Mendenhall that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. The fire clearance by the Contra Costa County Fire Protection District was granted and received on 4/21/2026. LPAs continued to tour the facility and measured new additional indoor and outdoor activity space. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountains. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. There are a sufficient amount of toilets and sinks to accommodate the requested capacity of 126 children. Report continues on 809c, Page 2--------------- Page 2----------------------- The facility currently has a fully fenced playground area. Fencing is a chain-link fence and is at least four feet high. Shade is provided via a large, structured awning. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 5-12 which is properly anchored as well as a swing set also for ages 5-12 years old. There is adequate cushioning in fall zones of climber provided by resilient, rubber padding. Drinking water is available via two water fountains. LPAs observed all hazardous items on the playground to be inaccessible to children. YMCA- Valhalla was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: - Carbon monoxide detector in Room P7 - Cover the electrical outlets in Room P7 - Corrections from application are needed Site Director Julie Mendenhall understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Notice of Site was given and must be posted for 30 days.
