What the inspector wrote

On March 18, 2025 at 9:30am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for an Annual/Random Inspection. LPA met with Director Jillian Miller. There were 34 children and an additional 6 staff members present during the inspection. This preschool age program is part of a center that also includes infant and school age components. The facility was toured for a health and safety inspection. The preschool program currently operates out of rooms 2, 3, 6, 7 and 8. Hours of operation are Monday through Friday, 7:30am to 5:30pm. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors. Menus are posted and visible for parents to view. Medications are inaccessible to children. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment observed to be safe and free of hazards. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There is a shaded area provided for the children. Fire/Disaster Drills are conducted monthly, and a review of the log shows the last drill was on 3/7/25. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 children. LPA verified both opening and closing staff have current CPR/First aid training. The center is in compliance with the sign in and out procedure. ***Continued on LIC809-C... A random selection of children's files were reviewed and contained required licensing documents. Staff files were also reviewed. Teachers present today meet the qualification requirements. Staff have current mandated reporter training. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. ***Continued on LIC809-C... Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiencies were observed during today\342\200\231s inspection: Upon entering the TK classroom at bottom of hill, LPA observed 4 children sitting outside the classroom door having snack, however, the teacher was inside the classroom in the sink area. See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. *** Please see LIC 9102 for Advisory Notes. The attached type A violation is cited today and must be corrected by the due date. Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. All parents/guardians must sign an acknowledgement form of proof of receiving this report (LIC 9224). The LIC 9224 must be placed in each child's file to be reviewed by licensing. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative Jillian Miller.
