What the inspector wrote

On 05/21/2025 at 1:00PM, Licensing Program Analyst (LPA) Kareeca \342\200\234Reeca\342\200\235 Sykes met with Licensee Yvette Collins for an Unannounced Annual/Random Inspection . Present during the inspection were the Licensee, the licensee's husband, two (2) adult sons, three (3) adult daughters/assistant, and eight (8) children in care (three (3) infants, and five (5) preschoolers). Residing in the home is the Licensee , the licensee's spouse, the licensee's two (2) adult sons, two (2) adult daughters/assistants, and minor daughter All adults living in the home are fingerprint cleared. Licensee\342\200\231s home was toured for a health and safety inspection. The facility operates 4AM \342\200\223 7PM Monday - Friday. The home is a two story home that consists of five (5) bedrooms, three (3) bathrooms, kitchen, dining room, living room (which is the main day care area), family room, office area, garage, front yard, backyard with a pool and two locked sheds on the right side yard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPA observed the following precautions accessible cabinets and drawers in the kitchen have safety latches. LPA observed an electric fire place in the family room area of the home which Licensee stated is not used and is only for decoration, LPA has observed that the switch to turn on the fireplace is located in an area in the living room made inaccessible to children in care. Licensee stated there are no firearms in the home and one pet (small dog) in the home. Continued on Page 2 Page 2 ON LIMITS AREA: The Living room (Main day care area), family room, kitchen, dining room, office area garage and front yard. OFF LIMITS AREA: The entire upstairs (Bedroom 1, Bedroom 2, Bedroom 3, Bedroom 4, Bathroom 1, and Bathroom 2) , Bedroom 5 (Located downstairs next to the family room), The backyard (including the pool). ISOLATION AREA: The office area away from other children in care. The home has a fully charged 3A40BC fire extinguisher, a working smoke and carbon monoxide detector in the hallway and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 05/09/2025. Licensee's CPR and First Aid certificate is current and expires on 02/21/2026 . The Licensee was reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which expires on 01/05/26 . LPA reviewed six (6) children\342\200\231s files at 3:08PM and obtained a current facility roster. The licensee is incompliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page 3 Page 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Yvette Collins, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The following was discussed: \302\267 Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Failure to obtain a criminal record background check clearance prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. \302\267 Pool regulations The deficiencies listed on the following pages were observed by the LPA and are being cited in accordance with California Code of Regulations Title 22 and/or the Health and Safety Code. Please see attached LIC 809D. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health & safety. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee Yvette Collins Report and Appeal rights were given to Licensee Yvette Collins.
