What the inspector wrote

On May 16, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Director, Sofia Flores Munoz, for the purpose of an unannounced case management inspection for an application that was submitted for a change of capacity and adding a room. Facility is requesting to increase preschool capacity to 40 children. Facility is also requesting to add Room 2 to the preschool program license. Facility operates Monday through Friday from 7:30 AM to 6:30 PM. The fire clearance was granted on 9/13/2023 by the Contra Costa County Fire Protection Department for 40 preschoolers, ages 2 years to first grade entry. Per fire clearance each rooms maximum capacity is 20 children. INDOOR ACTIVITY SPACE: There are 2 classrooms designated for the Preschool program, all measurements for Room 1 remain the same from previous inspection. Measurements for Room 2 is provided below.LPA observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and cots. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed a functional carbon monoxide detector in Classroom 2. Children's bathrooms is shared with the on site Private School, waiver on file. LPA observed 2 toilets, 2 urinals, and 3 sinks, all with stepping stools designated for the preschool program. Applicant is adding an additional sink and will install a stepping stool. Applicant will send photo of stool for sink once installed. LPA observed a electronic sign-in/sign-out system. LPA measured the new room being added to the Preschool program, Room 2. The total classroom space contains a total of 679.55 square feet, which will accommodate Applicant's request for the additional 19 preschool children. There is a separate private restroom for the staff located in the building, in the hallway. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the Director's desk area or the lobby area and will use the staff restroom, if necessary. Page 1 OUTDOOR ACTIVITY SPACE: There are 2 preschool outdoor spaces. All outdoor measurements remain the same from previous inspections. The Preschool outdoor play area is fenced with a steel fencing that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There is no play structure present in the outdoor play yard area. There are shaded areas supplied by wooden awning. The playground is free of debris and other hazards. There are no pools, hot tubs, or other bodies of water present. LPA discussed 100% supervision is always required in all areas that children have access to including the bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds was reviewed. Staff Qualifications, Staff to Children\342\200\231s ratios and Capacity was explained to ensure compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director\342\200\231s absence must be reported to the department within 10 working days. Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
