What the inspector wrote

On 10/18/2024 at 9:35 AM, Licensing Program Analyst (LPA) Christina Watts conducted an Unannounced Subsequent Complaint Investigation at Joyful Kids Academy LLC. LPA met with Director, Karen Garrity and explained purpose of investigation. During today's inspection, there were 49 preschool children in care with 8 staff in 4 classroooms. Director stated there were 60 preschool children enrolled. Complainant alleges that Staff did not safeguard daycare child's personal property. During the course of the investigation, LPA inspected the facility, reviewed records and conducted interviews. It was determined facility failed to meet the child's need by having C1's glasses in an area accessible to children and subsequently, C2 broke C1's glasses. C1's has medical condition that requires them to wear glasses for daily life activities. Interviews also determined that while staff was in the room when C1's glasses were broken, staff did not witness the incident occur. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page. Exit interview was conducted with Director, Karen Garrity. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECTIVE DAYS.
