What the inspector wrote

On 4/22/2026 Licensing Program Analyst (LPA) Dana Santiago conducted an unannounced annual inspection. LPA met with Authorized Facility Representative Samantha Shuman. This is an infant program licensed for 24 children which operates Monday – Friday from 7:45 AM – 5:45 PM. Per the Representative, there are 18 children enrolled. Present during inspection were 15 infants with 6 teachers with 1 director. LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor Areas were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Indoor Space: Facility operates within one large space divided into 3 sections- front classroom/drop off and pick up area , older infant group (above 16 months), and younger infant group (under 16 months) . Isolation area is the front classroom area of the facility. Outdoor Space: Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around and under climbing equipment have cushioning material to absorb a fall. LPA did not observe any bodies of water during this visit. Administrator states there are no weapons or firearms on the premises. Report continues on 809c, Page 2------------- Page 2---------------- Parents bring food and bottles for the children in care. All food preparation and storage areas are clean, free of litter, rubbish, and rodents/vermin. There is drinking water available in the indoor activity area and individual water bottles are taken outdoors. All storage containers for solid waste, including moveable bins are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The licensee takes measures to keep the facility free of flies, other insects and rodents. Staff Records were reviewed. One staff member did not have Mandatory Reporter Training in file, a technical violation was issued. Director states that the facility will provide proof of completion to LPA/Department as soon as possible. Children’s Records were reviewed and found to be complete. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation were reviewed. Last disaster drill was conducted 3/18/2026. Facility was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Report continues on 809c, Page 3------------ Page 3-------------------------- LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeal rights were given, and report was reviewed with the Authorized Facility Representative Samantha Shuman.
