What the inspector wrote

On 5/29/2025 at 1:15pm, Licensing Program Analysts (LPAs) Catherine Fernandes and Indira Loza met with Director Gail Pavosky for a case management annual continuation inspection . There were 11 toddlers, and 112 preschoolers in care with an additional 27 staff members. The center is licensed as preschool center with a capacity of 132 preschoolers, the center also has a toddler component attached to the licensee which allows for 12 toddlers. The center was toured for a health and safety inspection and the facility operates from Monday through Friday from 7:45am\342\200\2235:30pm. The center operates on the Unitarian Universalist Church property and consists of 12 classrooms and four fenced in outdoor play areas. The classrooms are in two buildings across from the main yard. The building next to the parking lot consists of eight classroom on two floors and across from that are the four other classrooms. Room 1 is the toddler's classroom. The room floors, surfaces, furniture and equipment appear to be sanitary. The heating, lighting and ventilation is adequate for the children in care. The children's bathrooms were observed to be in operational conditions. There are supplies available for the children to wash and dry their hands. There are three separate bathrooms for the staff members that are located in the church. There are three outside play areas that are fully fenced, LPAs reminded the Director about having shaded areas for the children while outdoors. The center has a separate outdoor play area for the toddlers in front of classroom 1. LPAs did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children during today\342\200\231s inspection. Report continued on 809C The center allows children to bring in their own lunches or use the center's third party lunch vendor that gives parents access to order lunches through their website. There are snacks in the center, LPAs reminded the Director a written menu of snacks need to be posted in a visual area for all parents to see. The children have their own cubbies and hooks to store personal belongings. All the children have personal water bottles, and access to clean drinking water through brita pitchers. The fire system is hardwired to the Albany Fire Department. The fire/disaster drill log was complete with the last drill logged 4/23/2025. LPAs obtained the center\342\200\231s facilities\342\200\231 files and reviewed six staff files. LPAs obtained a copy of the children\342\200\231s roster and an updated Personnel report. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
