On May 28, 2025 at 9:30am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for an Annual/Random inspection. LPA met with director Jodi Mascaro. There were 48 children and an additional 6 staff members present during the inspection. The center consists of five classrooms - Puppies, Guppies, Grasshoppers, Dolphins and Tigers. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:45am to 3:30pm. Physical Plant: Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. Children bring their own lunch, but morning/afternoon snacks are provided and menus are posted for parents to view. Drinking water is available both indoors and outdoors by way of water bottles and can be refilled. All storage containers for solid waste have tight-fitting covers that are in good repair. Medications are inaccessible to children. Outdoor Activity Space: There are two outdoor playgrounds, one in the front and a larger area in back. Outdoor activity space and playground equipment were observed to be safe and free of hazards. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There are shaded areas provided for the children. There are no pools or similar bodies of water at this facility. ***Continued on LIC809-C... Ratio/Capacity: The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 children. LPA did not observe any child left without visual supervision or unattended during the inspection. Records: Staff records and a sampling of children files were reviewed. Teachers present today meet the qualification requirements. Staff have current mandated reporter training. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted on 2/21/25. LPA verified both opening and closing staff have current CPR/First aid training. The center is in compliance with the sign in and out procedure. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. During today's inspection, LPA obtained copy of facility's July 2023 lead testing results. ***Continued on LIC809-C... LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiencies were observed during today\342\200\231s inspection: Staff S5 does not have a health screening and proper TB clearance on file. Two children have expired epinephrine medication (C9-6/24 and C10-5/13/25). See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. *** Please see LIC 9102 for Advisory Notes.
