What the inspector wrote

On 6/23/21 at 8:55am, Licensing Program Analyst (LPA) Julia Placencia arrived at the facility for an unannounced Required 1-Year Inspection, and met with Director Tina Thompson. There were 18 infant/toddlers and an additional 4 staff members present during the inspection. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:30am to 6:30pm. Furniture and napping equipment observed during inspection were age appropriate and in good condition. The indoor and outdoor activity space for the infant program is physically separate from the preschool component. Each crib is occupied by only one infant at a time, and is free from all loose objects, including blankets and pillows. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the inspection. The toilets and sinks were clean and in operable condition. The floors were free of tripping hazards. Kitchen/food preparation and storage areas were observed to be clean, and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors. Menus were posted and visible for parents to view. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment were observed to be safe, free of hazards and had appropriate cushioning material to absorb falls. There is a shaded area provided for the children. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. The facility is operating within its licensed capacity. The facility is within ratio today with 1 teacher supervising no more than 4 Infants/6 toddlers. LPA did not observe any child left without visual supervision during the inspection. LPA verified both opening and closing staff have current CPR/First aid training. A physical census was taken of all children present and crossed referenced with the sign in log. At 11.30am, a sample of children and staff files were reviewed. Children\342\200\231s files reviewed contained emergency information, medical assessments, and needs and service plans. Infants up to 12 months have Individual Infant Sleeping Plans. Staff files reviewed have required health screening, immunizations and mandated reporter training. Teachers present today meet the qualification requirements. The Director is reminded that ALL Staff must be fingerprint cleared prior to being in the presence of children in care, or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There were no deficiencies observed during today\342\200\231s inspection. Exit interview conducted with Tina Thompson. Copy of report and appeal rights provided. A Notice of Site visit was posted at time of inspection and must remain posted for 30 days.
