What the inspector wrote

On Friday, April 22, 2022, Licensing Program Analyst Caroline Colson met with Angela Lopes, Center Director, for an unannounced complaint inspection at 9:45 AM. There are eight (8) preschool children in the Daisy Classroom and 18 children in the Orchid Classroom. The Tulip Classroom, toddler room, has four (4) children. There are 4 staff members including the director. Record Review was conducted. Interviews were conducted. Hiral Patal and Kiran Patal, Child Care Licensees, arrived during the inspection. The Daisy Classroom, preschool room, has been out of ratio on more than one occasion. The teacher has been left alone with 13-14 preschool children. In the Tulip Classroom, the teacher has been left alone with 8 toddlers on more than one occasion. Based on the LPA interviews and a record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, 101216.3 (a) is being cited on the attached LIC 9099 D. The attached type A deficiency is being cited today and must be corrected by the due date. Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. All parents/guardians must sign an acknowledgement form of proof of receiving this report (LIC 9224). The LIC 9224 must be placed in the child's file to be reviewed by licensing. An exit interview was conducted. A notice of site visit was given and posted.

    Teacher-Child Ratio(a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, except as specified in (b) and (c) below. This requirement was not met as evidenced by document review and licensee interview. A toddler teacher was left alone with 8 toddlers on more than one occasion. A preschool teacher was left alone with 13-14 children on more than one occasion. This poses an immediate health and safety risk to children in care.
