What the inspector wrote

On 3/14/2022 at 11:28am Licensing Program Analyst (LPA) Morgan Pringle met with Licensee Rupika Bisht for an Unannounced Annual Inspection . Present during the inspection were the Licensee, her adult helper, three (3) infants, seven (7) preschool age children. Licensee home was toured for a health and safety inspection. The facility operates 8:30am \342\200\223 5:15pm, Monday - Friday. ON LIMITS AREA: Living Room, Family Room, Kitchen, Downstairs Bedroom, Dining Room, Downstairs Bathroom, Open Courtyard, and Backyard OFF LIMITS AREA: Entire 2 nd Floor, Laundry Room and Garage ISOLATION AREA: Family Room The facility is a two story home owned by the Licensee. The inside and outside of the home is observed to be neat, clean with ample age appropriate materials for the children that are safe and clean. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. Licensee has stated that there are no firearms and one (1) dog in the home. The home has one (1) fully charged 2A10BC fire extinguisher located in the nook of the kitchen. One (1) working carbon monoxide /smoke detector combination located in the hallway and one (1) smoke detector in the bedroom, the hallway next to the bedroom and living room. The fireplace in the living room is locked and inaccessible to the children in care. The home is equipped with central heating and air for proper ventilation. LPA observed no bodies of water in or around the home. Continued on LIC809-C The Licensee\342\200\231s Health and Safety training has been completed. CPR and First Aid training is complete with an expiration date of 3/12/2023. Licensee\342\200\231s Mandated Reporter is complete and expires 3/13/2023. All required forms are posted and visible for public view by the entry way. Fire and disaster drill log is incomplete. Last drill was logged is 3/3/2022. LPA obtained the children\342\200\231s files and the facility roster. All children\342\200\231s files and facility roster were complete. During LPA inspection and record review, it was found that Licensee\342\200\231s helper did not have a criminal record clearance. Deficiencies Cited \302\267 Adult helper (A1) does not have a fingerprint clearance Licensee was reminded that California Law requires Licensee to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or email. LPA informed Licensee that all forms can be downloaded at www.ccld.ca.gov . Licensee was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting http://www.mandatedreporterca.com . Licensee was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Children\342\200\231s Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. The Licensee is reminded that any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA Pringle informed licensee Rupika Bisht that this report dated 3/14/2022 document(s) one (1) Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Pringle informed the licensee to provide a copy of this licensing report dated 3/14/2022 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Continued on LIC809-C A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Rupika Bisht.
