What the inspector wrote

On 12/5/2025 at approximately 01:00PM, Licensing Program Analyst (LPA) Jamel Maiwandi met with Licensee Patricia Castillo for an unannounced, required 3-year annual inspection. Present during today\342\200\231s inspection was the licensee, their assistant, their father and mother, 2 infants and 8 preschool children. All adults present have fingerprint clearance. Hours of operation are Monday to Friday 7am-5pm. The home is a two-story house consisting of 5 bedrooms, 3 bathrooms, living room, family room, eat in kitchen, loft, laundry room and garage. On-Limit Areas : The living room, family room, kitchen, downstairs bathroom, and outdoor area. Off-Limit Areas : The entire upstairs which includes the laundry room, 4 bedrooms, 2 bathrooms, the loft, and the garage. LPA inspected the indoor area and observed all off-limit areas to have been made inaccessible by closed and/or locked doors and visual supervision . Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There are ample number of safe toys, play equipment, and materials observed for children. LPA reminded licensee that baby walkers, bouncers, jumpers and similar items are not allowed in family childcare homes. There is a working telephone in the home. LPA verified all poisons, cleaning solutions, medications, and other items that pose a danger to children are locked and inaccessible to children. The licensees were reminded that all cleaning compounds, medications, and poisons must be in a locked cabinet/drawer or placed out of reach of children. Knives and kitchen utensils were observed to be inaccessible to children. Continues on 809-C Page 2 The home is equipped with a fully charged 3A40BC fire extinguisher and working carbon monoxide detector. There is a fully stocked first aid kit located in the home. Licensee stated there are no firearms on the premises and no pet animals on site. LPA inspected the outdoor area and found it to be fully fenced. Licensee stated outdoor area is not in use while there is inclement weather. LPA observed there are no pools, hot tubs or other bodies of water located at the facility. The licensees conduct and document fire and disaster drills twice a year with the last one conducted on 10/20/2025. Both the licensee and assistant have current CPR and First Aid certificates that expire on 11/2026. Licensee and assistant both have current mandated reporter training which expires on 7/24/2027. The Licensee was reminded of the responsibility as a mandated reporter. LPA reviewed 2 staff files and 5 children\342\200\231s files at 1:45pm and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continues on 809-C Page 3 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Patricia Castillo confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Due to technical difficulties (printer non functioning), 809 report will be emailed to licensee.
