What the inspector wrote

On 05/01/2025 at 12:38PM, Licensing Program Analyst (LPA) Kareeca \342\200\234Reeca\342\200\235 Sykes met with Licensee Fangfei Liu for an Unannounced Annual/Required - 3 year inspection . Present during the inspection were the Licensee, the licensee's mother, and the licensee's father. During today's visit LPA observed 12 children (four infants (4) eight (8) preschool aged children). Residing in the home are the Licensee, the Licensee's husband, The licensee's mother (assistant), the licensee's father, and the licensee's two minor children. LPA has confirmed all adults living or working in the home have fingerprint clearances. Licensee\342\200\231s home was toured for a health and safety inspection. The facility operates Monday - Friday 7AM \342\200\223 6PM. The home is a two story home that consists of four (4) bedrooms, three (3) bathrooms, kitchen, dining room, living room, family room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPA observed the following precautions accessible cabinets and drawers in the kitchen have safety latches and a electric fireplace in the family room area and has been made inaccessible to children in care. Licensee stated there are no firearms in the home and Licensee sates there are no pets in the home. LPA did not observe a body of water in or around home. ON LIMITS AREA: Living room, Dining room, Family room, Kitchen, Bathroom 3 (Located downstairs) , and Backyard. Continued on Page 2 Page 2 OFF LIMITS AREA: The entire upstairs (including all Bedroom 1 - Master Bedroom , Bedroom 2, Bedroom 3, Bedroom 4, Bathroom 1 - Master Bathroom, Bathroom 2), and the garage ISOLATION AREA: A section in the family room away from other children in care. The home has a fully charged 2A10BC fire extinguisher, a working duel smoke/carbon monoxide detector in the hallway, a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 03/20/2025. Licensee's CPR and First Aid certificate is current and expires on 11/04/2025 . The Licensee was reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which expires on 06/21/2026 . LPA reviewed six (6) children and two (2) staff files at 1:40PM and obtained a current facility roster. The licensee is incompliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page 3 Page 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Fangfei Liu, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 05/01/2025. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Fangfei Liu. Report and Appeal rights were given to Licensee Fangfei Liu.
