Transportation. All vehicle occupants shall be secured in an appropriate restraint system. This requirement was not met as evidenced by; children have been transported while sharing a seat and seat belt and sitting on the floor of the van which poses an immediate risk to the health and safety of children in care.

Responsibility for Providing Care and Supervision. The licensee shall provide care and supervision as necessary to meet the children's needs. This requirement was not met as evidenced by; children in care slapped each other. The incident was not witnessed by staff which poses an immediate risk to the health and safety of children in care.
