What the inspector wrote

On Wednesday August 28, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Director, Katie Hamilton, for the purpose of an unannounced case management inspection for an application that was submitted for a change of capacity and room change. Facility is requesting to increase infant capacity from 8 to 24 infants and adding a classroom, Room#2. Facility operates Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on 6/3/2024 for 24 infants ages 0 to 24 months by the Contra Costa Country Fire Protection District INDOOR ACTIVITY SPACE: There are 2 infant indoor areas designated for the infant program, Room# 2 and Room# 4. Crib area designated for crib aged infants is in Room #4. Infant classroom is equipped with varied age appropriate materials and equipment. The infant program will serve crib-aged infants. LPA observed there is a separate crib/nap area for infants in Room #4. Per Director, Katie, facility will serve 5 crib aged infants. LPA observed 3 cribs during today's inspection. Per Director, Katie there are 2 cribs in storage for when they care for additional 2 crib aged infants. The diaper changing counters are within arms reach of a sink. There are 4 sinks av ailable in the infant classrooms. There is a separate private restroom for the staff within the facility. The Director's office will serve as the isolation area for ill children and will use the staff restroom, if necessary. There is a separate play yard designated for the infant program. The yard is fenced in all around. Infant fam ilies will provide food for infants. Facility will utilize manual sign in/out. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed functional carbon monoxide detector in the Director's office during inspection. Page 1 LPA measured infant areas, Classroom #1 and Classroom #2. The total classroom space contains a total of 848.66 square feet, which will accommodate Applicant's request for the additional 16 infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). OUTDOOR ACTIVITY SPACE: The total outdoor space for the infant classroom contains a total of 619.01 square feet, which will not accommodate Applicant's request for 24 infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA notified Director, Katie, Applicant Sarena Italia will need to submit a request for a waiver for the outdoor infant play area to accommodate the maximum capacity of 8 infant children outdoors at any given time with a set schedule in place of 3 rotations. There is one infant outdoor area on the property. The infant outdoor play area is fenced with wooden fencing that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There is no play structure present in the infant outdoor play yard area. There are shaded areas supplied by trees and wooden awning. The playground is free of debris and other hazards. There are no pools, hot tubs, or other bodies of water present. LPA discussed 100% supervision is always required in all areas that children have access to including the bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds was reviewed. Staff Qualifications, Staff to Children\342\200\231s ratios and Capacity was explained to ensure compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director\342\200\231s absence must be reported to the department within 10 working days. Page 2 Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview conducted and report was reviewed with Director, Katie Hamilton. The following items are required before a license will be issued: 1. Licensing Program Manager (LPM) final file review. 2. Updated LIC200A to be revised and submitted by Applicant. 3. Applicant Sarena Italia must submit a request for a waiver for the outdoor infant play area to accommodate the maximum capacity of 8 infant children outdoors at any given time with a set schedule in place of 3 rotations.
