What the inspector wrote

On September 26, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Director, Katie Hamilton, for the purpose of an unannounced case management inspection to remeasure the indoor and outdoor preschool classrooms/areas. Facility is requesting to decrease preschool capacity from 82 to 64 children. Facility is removing a classroom from the preschool license. Facility operates Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on 6/3/2024 by the Contra Costa County Fire Protection Department for 64 preschool children, ages 2 years to first grade entry. INDOOR ACTIVITY SPACE: There are 2 preschool areas designated for the preschool program: Classroom #1 and Classroom #3. Measurements were taken during today's inspection . LPA observed a sufficient amount of equipment, toys, tables, mats, and chairs. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed a functional combination smoke/carbon monoxide detector in the Director's office. Preschool children have 7 toilets and 8 sinks. LPA observed an manual sign-in/sign-out system. LPA measured preschool classrooms/areas, Classroom #1 and Classroom #3. The total classroom space contains a total of 2190.44 square feet, which will not accommodate Applicant's request for 64 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). There is a separate private restroom for the staff located in the facility. Children who become ill during the day will be isolated in Director's office and will use the staff restroom, if necessary. Page 1 OUTDOOR ACTIVITY SPACE: There is 2 preschool outdoor areas, play yard 1 and play yard 2 (side yard). The outdoor play areas is fenced with a wooden fencing that is at least four feet tall. There is a play structure in the preschool play yard 1. LPA did not observe a manufacturer sticker on the play structure. LPA reminded Director to ensure to follow manufacturer instructions for play structure. Play structures and play areas are filled with tan bark as cushioning to cushion a child's fall in both preschool play yards. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. LPA reminded Applicant to ensure to empty all water tables when not in use. There is sufficient shading areas provided by wooden awning and trees in the preschool play yards. LPA measured the outdoor activity space. The Preschool outdoor play area contains a total of 5646.52 square feet, which will accommodate Applicant's request for 64 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA discussed 100% supervision is always required in all areas that children have access to including the bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds was reviewed. Staff Qualifications, Staff to Children\342\200\231s ratios and Capacity was explained to ensure compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director\342\200\231s absence must be reported to the department within 10 working days. Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
