What the inspector wrote

On 6/16/21 at 9:50am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPM met with the applicant, Nahid Talebloo. There was no one else present. An application for an infant license, with a toddler option was received for this facility. The facility will also have a preschool license. The facility will operate Monday-Friday 7:30am-6pm, and the infant and toddler components will use one room each. LPM toured all areas, both indoor and outdoors, that will be used by children to conduct a health and safety inspection, and completed the following measurements: INDOORS: 548.76 square feet= 16 children OUTDOORS: 3087.95 square feet= 41 children A fire clearance, with a total capacity of 40 children, including 24 preschoolers, 12 toddlers and 8 infants, was received from the Contra Costa County Fire Protection Department on 5/10/21. LPM observed that all rooms have sufficient heating, lighting and ventilation and the floors and surfaces are clean and free of hazards. LPM observed an ample supply of age appropriate furniture, equipment, toys and activities. The infant room has a separate nap space that currently has 4 cribs. There are an ample supply of cots available for older infants and toddlers, and they are stored appropriately. The changing table in the infant room is situated where it will be within arms reach of an operating sink. There will be 2 sinks available for children. The applicant advised that the office and staff bathroom will be used for the isolation of sick children. The facility will provide snacks for the toddler component. There are two water fountains indoors for children's use, and staff will bring a water cooler and disposable cups or water bottles to provide water outdoors. The facility will utilize an electronic sign in/out system. The facility is equipped with a 2A10BC fire extinguisher, a centralized smoke and carbon monoxide detection system, telephone, and first aid kits. LPM did not observe any hazardous items, toxins, bodies of water or medication accessible to children today. The outdoor play area is fully fenced and there is an ample supply of age appropriate toys and activities, which are in good condition. There is an overhang from the building which provides shade. No defects or dangerous conditions were observed on the playground. The outdoor play area will be accessible to all programs. A waiver request for the outdoor play area and bathroom has been submitted. Documents have been received and reviewed, to verify that Nahid Talebloo qualifies as an infant and preschool director, and has met all training requirements. The COVID-19 self-assessment has been completed by the facility and reviewed, and all required postings are available including ones with guidance and recommendations to limit the spread of COVID-19. The applicant was reminded about the Incidental Medical Services (IMS) policy. The applicant was reminded that whenever any IMS is provided, a Plan of Operation that includes IMS has been submitted to the Department. LPM reminded the applicant to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance and association requirements. The applicant was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the applicant that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . The infant license, with a capacity of 16 will be effective once the following is received: - evidence that the sink for the infant room has been installed within arms reach of the changing table and is operational This report will remain on file for 3 years. An exit interview was conducted, and a copy of the report was provided.
