What the inspector wrote

Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit conducted a Prelicensing inspection today, June 15, 2021 for change of Ownership. LPAs met with Cofounder, Zhen Zhen Li and toured all areas of the facility for a health and safety inspection. There were 29 children and 5 teachers at the time of this inspection. The hours of operation are Monday through Friday from 8:30am to 5:00pm. The measurements are as follows: INDOORS: 2,330.17 square feet = 66 children OUTDOORS (SMALL AND LARGE PLAYGROUNDS): 3903.35 square feet = 52 children A fire clearance, with a total capacity of 65, was received from the El Cerrito Fire Department. LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment and furniture. The facility has a 7 sinks and 6 toilets. The classroom has a fully charged 3A40BC fire extinguisher, working combination smoke/carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Facility will be providing lunch and snacks for children, and children will use personal water bottles with access to drinking water indoors and outdoors . The staff office will be used for ill children as the isolation area. A dated waiver should be requested for the out door play areas no more than 52 children out at any given time. LPAs observed outdoor play areas, they are fully fenced and have amply supply of age appropriate activities, equipment, and furniture. LPAs observed ample amount of shade for children. See 809-C for continuance. Director, Jennifer Knappick will be considered a qualified preschool director once Applicant submits verification of 4 years employment experience in a child care setting. If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA will email COVID-19 Self-Assessment Guide and Applicant submit to LPA once completed. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . The facility is pending licensing for a total capacity of 65 preschoolers until the above requirements are submitted. This report will remain on file for 3 years. There are no deficiencies being cited. A copy of this report, appeal rights, and notice of site visit were provided to the Cofounder. Exit interview conducted with Cofounder.
