What the inspector wrote

On 7/21/23, Licensing Program Analyst (LPA) Melissa Guirit conducted an unannounced complaint investigation to deliver the findings. LPA met with temporary Director, Siqi Li. Present during today's inspection were 29 children. There were no infants present in the crib-age classroom during today's inspection. Complainant alleges lack of qualifications of staff. Based on staff file reviews, there are staff that do not have complete units to be considered a fully qualified teacher. There are currently two fully qualified teachers, while one teacher has just received her units to be considered a fully qualified teacher this month. LPA reminded Director that even though she is now considered a fully qualified teacher, at the time she did not have an exception to be a teacher that can be left alone with children. See 9099-D for Type B citation. Based on the file reviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. Exit interview conducted and Notice of Site Visit provided and must be posted for 30 days.

This was not met as evidenced by Staff file reviews revealing that staff have not completed the required units to be considered a fully qualified teacher.

    (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.This was not met as evidenced by LPA observing the preschool outdoor play yard having insufficient amount of mulch, sand box not being covered, play structure bent, and rats/rat droppings being present in the garbage area.
