Pre-licensing visit·August 16, 2021

A Prelicensing Visit was conducted today 8/16/21 by Licensing Program Manager (LPM) Mayla Mendoza. LPM met with Program Director Monique Brinson. The applicant has submitted an application for a brand new preschool license. Program is located on the premises of Episcopal Church of the Resurrection.The program will operate from 7:00AM - 6:00PM in 4 classrooms. A health and safety inspection was conducted inside and outside and the measurements are as follows: INDOORS: 2447.24 square feet = 69 children OUTDOORS: 23825.11 square feet = 317 children The center has obtained a Provisional fire inspection clearance from the Contra Costa County Fire Department on 7/28/2021. The preschool rooms are equipped with varied age appropriate materials and equipment. There are 3 toilets and 4 sinks available for children. The Art or Literacy Room and the staff toilet will serve as isolation areas for sick children. There are refrigerators available. Mats were observed. The play yards are fenced in all around. The play structure and swing set will be off limits to children. Trees and building overhang provide sufficient shade in the play yards. The center has functioning drinking fountains inside and outside. In addition, the center has pitchers and cups indoors. The center will provide breakfast, am/pm snacks and lunch. No cleaning agents were found stored with food. First aid supplies are available in the center. There is a working telephone on site. Carbon monoxide is available. The sign in/out sheets provide for a full signature. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Zero Tolerance policies were explained. The center was found to be clean, safe, sanitary, and in good repair. A provisional license for 45 children will be issued effective 8/16/21. An exit interview was conducted.
