What the inspector wrote

On 11/02/2023 at 11:15 AM Licensing Program Analyst (LPA), A. Curry conducted an unannounced complaint inspection for the above allegation. LPA met with Acting Director, Rachel LaField, to explain the purpose of today's visit. The Director, Debra Carr who is on leave until 11/07/2023, arrived during the visit. LPA toured the faciliy, conducted interviews, and retrieved relevant documentation. Based on the information gathered through multiple interviews, there was not a qualified director present during the hours the center was in operation. Based on the interviews, the preponderance of evidence standard has been met. Therefore the above allegation is found to be SUBSTANTIATED. Violations of the California Code of Regulations, Title 22, Division 12, Section 101215.1(d) is being cited on the attached LIC 9099D. Exit interview conducted, appeal rights were given, and report was reviewed with Rachel Lafield and Debra Carr.
