What the inspector wrote

Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit conducted a Prelicensing inspection today, February 24, 2022 for change of Ownership. LPAs met with Director, Angela Caswell and Applicant Leah Rosenthal-Kambic. LPAs toured all areas of the facility for a health and safety inspection. There were 10 preschool children and 8 toddlers, 10 infants, 2 preschool teachers, 2 toddler teachers, and 4 infant teachers. The hours of operation are Monday through Friday from 7:00am to 6:00pm . Facility will utilize sandbox an electronic system for sign in/out. All measurements and rooms remain the same from previous ownership. A fire clearance, with a total capacity of 41 was received from the Contra Costa County Fire Protection Department. A clearance for 12 infants, ages birth to 24 months, 17 preschoolers age 2 years to first grade entry, and 12 toddlers, ages 18 months to 36 months. LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. The infant program will serve 4 crib-aged infants in the infant classroom. There is a separate crib area with 4 cribs for infants. The diaper changing counters are within arms reach of a sink. The infant play yard is fenced in all around and all climbing structures are cushioned with turf. LPAs observed outdoor play areas, they are fully fenced and have amply supply of age appropriate activities, equipment, and furniture. LPAs observed ample amount of shade for infants. The building has a fully charged 3A40BC fire extinguisher, working combination smoke/carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Facility will be providing lunch and snacks for children, and facility will provide drinking water to children indoors and outdoors . The staff office and vacant classrooms will be used for ill children as the isolation area. See 809-C for continuance. Director, Angela Caswell is considered a qualified Director with site supervisor permit, which expires 01/1/2025 with current CPR/FA and mandated reporter training's completed, which expires 10/21/2022, and preventative health and safety training certificate LPA discussed the safe sleep regulations with Director Angela and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Infant license for a capacity of 12 Infants will be made part of the license, effective today 2/24/22. There are no deficiencies being cited today. A Notice of Site inspection was provided to Director Angela Caswell, and an exit interview was conducted.
