What the inspector wrote

Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit conducted a Prelicensing inspection today, February 24, 2022, for a change of Ownership. LPAs met with Director, Jocelyn Willis and applicant Nichelle James-St Helen. LPAs toured all areas of the facility for a health and safety inspection. No children were present at the time of this inspection. The hours of operation are Monday through Thursday 7:00am-6:00pm and Fridays from 7:00am to 4:00pm . Facility will utilize an electronic sign in/out and paper form as a back up. All measurements and rooms remain the same from previous ownership. A fire clearance, with a total capacity of 70, was received from the Contra Costa County Fire Protection Department. A clearance for 70 preschoolers age 2 years to first grade entry. Per Fire Inspector applicant is required to install fire alarm within 4 months. A temporary fire clearance is granted. LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There are 5 toilets and 4 sinks for children to utilize. LPAs observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPAs observed outdoor play area, they are fully fenced and have amply supply of age appropriate activities, equipment, and furniture. There is sand surrounding play structures to cushion a fall. LPAs observed ample amount of shade for children. The building has a fully charged 3A40BC fire extinguisher, working combination smoke/carbon monoxide detector in each classroom and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Facility will be providing snacks twice a day for children, and facility will provide drinking water to children indoors and outdoors . The staff office will be used for ill children as the isolation area. See 809-C for continuance. Director, Kristina Nies is a qualified preschool and infant director with current CPR/FA and mandated reporter training's completed. LPA discussed the safe sleep regulations with Director Kristina and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Infant license for a capacity of 30 Infants will be made part of the license, effective today 11/12/21, and can be used when the facility is ready. There are no deficiencies being cited today. A Notice of Site inspection was provided to Director Kristina Nies, and an exit interview was conducted. Director, Jocelyn Willis is a qualified Director with current CPR/FA and mandated reporter training's completed. Mandated Reporter training expires 03/12/2022. If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department.
