What the inspector wrote

Application Specialist (AS) Alecia Sifuentes, Licensing Program Manager (LPM) Mai Lor, and Associate Governmental Program Analyst (AGPA) Belinda DeVall met with Applicant Lita Reeves for the purpose of an announced pre-licensing continuation. Applicant requests an infant license to serve 12 infant children from birth to two years of age. The program will operate Monday through Friday from 6:00 a.m. to 6:30 p.m. The fire clearance was received and granted on 5/5/2023. INDOOR ACTIVITY SPACE: There is one infant classroom. There is a wall partition separating the infant activity space from the crib area. The wall partitions are not transparent. Applicant understands that staff must adhere to the staff-infant ratio requirements as specified in section 101416.5(d). Staff shall directly supervise sleeping infants by sight and sound at all times. Applicant acknowledges there will be a maximum of nine infants under 12 months old, due to available cribs. AS used infant classroom measurements from report dated 7/19/2023. The total classroom space contains a total of 429 square feet, which will accommodate Applicant's request for 12 infant children. AS observed a changing table within arm's reach of a portable sink. There is one portable in the infant classroom used for hand washing. Staff will utilize the shared bathroom #107 with the school-age children as stated in the waiver request. Infant children will be directly escorted to the infant classroom as the entry is directly into preschool classroom one. There will be no commingling at any time. OUTDOOR ACTIVITY SPACE: There is one infant outdoor area on the property. Infant outdoor play area is located across the plaza parking lot towards the left side facing the building. Prior to usage, staff will expect the outdoor area and to insure that it is safe, clean, and ready to use. Applicant will have staff transport infant children to the outdoor space using a rolling crib and buggy with direct supervision. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall and separates the infant yard from the preschool/school-age yard. Report continues on LIC809-C. AS used infant outdoor area measurements from report dated 7/19/2023. The outdoor play area contains a total of 3,756 square feet, which will accommodate Applicant's request for 12 infant children. Applicant plans to add a second infant outdoor play area which is located behind the child care center building. Applicant plans to landscape the outdoor space to be age appropriate for infants. The second outdoor play area is accessible through the school-age classroom's back door. The outdoor play area is fenced with a wooden fence that is at least four feet tall. AS measured the outdoor space. The outdoor play area contains a total of 992 square feet, which will accommodate Applicant's request for 12 infant children. Prior to usage, Applicant will contact the Regional Office to inspect the outdoor area and place on-limits. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Exit interview conducted and report was reviewed with the Applicant, Lita Reeves. Effective today, 7/28/2023, AS will license the facility to serve 12 infant children from age 0-24 months (with a maximum census of nine infants under 12 months old due to available cribs)
