What the inspector wrote

A pre-licensing visit was conducted today by Licensing Program Analysts (LPAs), Melissa Domantay and Melissa Guirit. LPAs met with Applicant Cynthia Ursu and Irene Russo. The applicant submitted an application for a preschool license with toddler option. A health and safety inspection was conducted inside and outside. The preschool program and toddler option will operate, Monday to Friday from 8:30am-5:30pm. The measurements are as follows: INDOORS: 848.28 square feet = 24 children OUTDOORS : 2,090.26 square feet = 28 children A fire clearance was received from the El Cerrito Fire Department on 11/1/2022, dated 10/26/2022 for (11) preschoolers ages, 2 years to first grade entry with toddler option, (4) toddlers, ages 18 months to 36 months. LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment and furniture. The facility has 1 sink and 1 toilet. Applicant has submitted a waiver for the restroom to be shared between staff, preschool, and toddler children. The building has fully charged 2A10BC fire extinguishers, working smoke and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Children will utilize personal reusable water bottles, with water still accessible to children inside and outside . Facility will provide snacks and lunch for children. Facility will utilize electronic sign in/out. Isolation area will the office. LPAs observed the outdoor play area, which is fully fenced. There is sufficient cushion to absorb a child's fall under the main play area and have ample supply of age appropriate activities, equipment, and furniture. There is one sand box that appears to be clean and maintained. LPAs observed ample amount of shade for children. See 809-C for continuance. Director will send LPA a request for outdoor waiver for preschool and toddler option to share outdoor play area and will send a outdoor play yard schedule showing separate timeframes preschool and toddlers will be utilizing play yard. Cynthia Ursu is considered a qualified Director with mandated reporter certificate and is enrolled in Pediatric First Aid CPR AED on 11/11/2022. Director will send CPR/First Aid certificate once training has been completed. Applicant is reminded that if facility plans to provide Incidental Medical Services a plan should be provided. \342\200\223 IMS. A Plan of Operation that includes IMS has been submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Mandated reporter, appeal rights, civil penalties, unusual incident reporting, fingerprint requirements, and COVID protocols were discussed today. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and checking Provider Information Notices (PINs). The director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . A license for 11 preschool children and 4 toddlers, with a total capacity of 15 children is effective today 11/9/2022. An exit interview was conducted, and a copy of the report was provided to Applicant Cynthia Ursu and Irene Russo.
