What the inspector wrote
Application Specialist (AS) Alecia Sifuentes, Licensing Program Manager (LPM) Mai Lor, and Associate Governmental Program Analyst (AGPA) Belinda DeVall met with Applicant Lita Reeves for the purpose of an announced pre-licensing inspection. Applicant requests an infant license to serve 9 infant children from birth to two years of age. The program will operate Monday through Friday from 6:00 a.m. to 6:30 p.m. The fire clearance was received and granted on 1/11/2023. The facility will be providing breakfast, lunch, snacks, formula, and baby food for their children.
AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
AS discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. AS also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
INDOOR ACTIVITY SPACE:
There is one infant classroom and a crib room. AS advised Applicant that if the infant classroom door is not closed, then a gate will be utilized. AS observed a sufficient amount of equipment, toys, tables, feeding chairs, cubbies and hooks, four napping cots, and five cribs. Applicant acknowledges there will be a maximum of five infants under 12 months old, due to available cribs.

There is a first aid kit in each of the classrooms and located in the emergency backpack. Medications will be stored in the director's office in a locked box.
Applicant stated cleaning disinfectants will be appropriately stored in the kitchen and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. Applicant stated there will be a water pitcher and cups available in the classroom and the outdoor space. Applicant stated at least one functional carbon monoxide detector will be located in the kitchen/room 5. Applicant stated they will use sign in/out binders.
AS used infant classroom measurements from report dated 7/19/2023. The total classroom space contains a total of 319 square feet, which will accommodate Applicant's request for 9 infant children. AS observed one portable sink within arm\342\200\231s reach of the changing table. Applicant plans on providing potty training services. Applicant stated potty chairs will be readily available when needed. There is a separate private restroom for the staff which is located through the doors and down the hallway into the church. Children who become ill during the day will be isolated in the director's office and will use the staff restroom, if necessary.
OUTDOOR ACTIVITY SPACE:
There is one outdoor area on the property that will be shared with the infants. preschool, and school-age children. Staff will follow the daily outdoor schedule with the waiver request for shared yard. Applicant understands there will be no commingling and under direct supervision. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. AS observed a sufficient amount of equipment and toys. There are three spring riders and a play structure. AS observed black cushioned pour-in-place rubber surfacing beneath the play structure. Applicant understands that the infants cannot utilize the outdoor play structure and staff will provide age appropriate outdoor toys when utilizing the outdoor space. There are no bodies of water on the premises. There are shaded areas supplied by trees, overhang, and a large canopy.
AS used the outdoor activity space measurements from report dated 7/19/2023. The outdoor play area contains a total of 2,482 square feet, which will accommodate Applicant's request for 9 infant children.
This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department.

AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
