Inspector’s narrative

What the inspector wrote

On 02/26/2026 at 9:05 AM, Licensing Program Analyst (LPA) Christina Watts conducted an Unannounced Subsequent Complaint Investigation at Baby Yale Academy. LPA met with Director, Naseem "Seema" Israr and explained purpose of investigation. During today's inspection, there were 7 preschool children in care with 5 staff in 2 classrooms. Director stated there are 11 preschool children enrolled. Finding for the above allegation was delivered during the inspection. Complainant alleges that Facility does not ensure roof is in good repair. During the course of the investigation, LPA inspected the facility, reviewed records and conducted interviews. It was determined that their has been an active leak in the roof that is above the preschool classroom for about 2-4 months that has caused water to fall inside the classroom and on the wall of classroom. Delaying and prolonging of repairing roof can cause long term damage and intergrity of the building. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page. Exit interview was conducted with Director, Seema Israr. Appeal rights were provided. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECTIVE DAYS.
