What the inspector wrote

Application Specialist (AS) Alecia Sifuentes, Licensing Program Manager (LPM) Mai Lor, and Associate Governmental Program Analyst (AGPA) Belinda DeVall met with Applicant Lita Reeves for the purpose of an announced pre-licensing inspection. Applicant requests a school-age license to serve 17 school-age children from first grade and above. The program will operate Monday through Friday from 6:00 a.m. to 6:30 p.m. The fire clearance was granted on 1/11/2023. The facility will be providing afternoon snack during the school year and breakfast, lunch, and snacks during holidays and summer. AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. INDOOR ACTIVITY SPACE: There is one school-age classroom. The classroom is divided using wall partitions separating the school-age classroom from the preschool classrooms. AS observed a sufficient amount of equipment, tables, chairs, and cubbies. There is a first aid kit in the classroom and in the emergency backpack. Medications will be stored in the director's office in a locked box. Applicant stated cleaning disinfectants will be appropriately stored in the kitchen and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. AS observed a water pitcher and cups in the classroom and outdoor space. Applicant stated at least one functional carbon monoxide detector will be located in the kitchen/room 5. Applicant stated they will use sign in/out binders. AS used school-age classroom measurements from report dated 7/19/2023. The total classroom space contains a total of 627 square feet, which will accommodate Applicant's request for 17 school-age children. There are two toilets, one urinal, and two sinks for the school-age children which is located in the men\342\200\231s bathroom. There is a separate private restroom for the staff which is located through the doors and down the hall into the church. Report continues on LIC809-C. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: There is one outdoor area on the property that will be shared with the infants. preschool, and school-age children following the daily outdoor schedule with the waiver request. Applicant understands there will be no commingling and under direct supervision. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. AS observed a sufficient amount of equipment and toys. There are three spring riders and a play structure that does not includes a safety label for designated ages. AS observed black cushioned pour-in-place rubber surfacing beneath the play structure. There are no bodies of water on the premises. There are shaded areas supplied by trees, overhang, and a large canopy. AS used the outdoor activity space measurements from report dated 7/19/2023. The outdoor play area contains a total of 2,482 square feet, which will accommodate Applicant's request for 17 school-age children. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Report continues on LIC809-C. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Exit interview conducted and report was reviewed with the Applicant, Lita Reeves.
