What the inspector wrote

A Prelicensing Visit was conducted today by Licensing Program Analyst (LPA), Melissa Domantay. LPA met with applicant/Director, Brianne Ayala. The applicant submitted an application for change of ownership for an infant license with toddler option. A health and safety inspection was conducted inside and outside. The infant program will operate in 1 classroom, Room# 121, Monday to Friday from 8:00am-4:30pm and toddler program will operate in 1 classroom, Room# 118. The measurements are as follows: INDOORS: 1430.26 square feet = 41 children OUTDOORS: 2579.04 square feet = 34 children A fire clearance, with a total capacity 26, (8) infants, ages birth to 24 months with toddler option, (18) toddlers, ages 18 months to 36 months was received from the Contra Costa County Fire Protection Department. Infant classroom is equipped with varied age appropriate materials and equipment. The infant program will serve crib-aged infants. There is a separate crib area with 4 cribs for infants and a chair for staff to watch over infants. The diaper changing counters are within arms reach of a sink. There are 4 sinks and 3 toilets available for children to utilize. The Directors office will serve as the isolation area for ill children. There are 2 play yards for children's' use, front play yard is designated for infant program and back play yard for toddler program. There is 1 changing table, hands reach of a sink in both play yards. There is 1 sand box that appears to be clean and maintained. There is turf that is sufficient cushion to absorb a child's fall under the play areas. LPA observed ample amount of shade for children. The yard is fenced in all around. Facility will provide morning snack, lunch, and afternoon snack. There is a kitchen available. Facility will provide water for children inside and outside, children will utilize personal reusable water bottles. Facility will utilize paper sign in/out. The main parent board is located by the main entrance of facility. There is a second parent board in the hall between infant and toddler classrooms. The facility has a fully charged 3A40BC fire extinguisher in each classroom, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. Applicant is reminded that if facility plans to provide Incidental Medical Services a plan should be provided. – IMS. A Plan of Operation that includes IMS has been submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Brianne Ayala is considered a fully qualified Director with mandated report certificate completed and expires on 2/17/2024, Preventative Health and Safety training, and valid CPR/ First Aid training, which expires on 2/2024. Mandated reporter, appeal rights, civil penalties, unusual incident reporting, fingerprint requirements, and COVID protocols were discussed today. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and checking Provider Information Notices (PINs). The director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . A license for a capacity of 26 children (8) infants and (18) toddlers will be effective today 8/11/22. An exit interview was conducted, and a copy of the report was provided to applicant/Director Brianne Ayala.
