What the inspector wrote

On August 29, 2025, at 2:15 PM , Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with the center\342\200\231s director, Antonio Betts . LPA disclosed the purpose of the inspection and toured the facility to conduct a health and safety inspection. At the time of the inspection, there were 52 preschool-age children present with 13 additional staff members . The facility operates Monday through Friday from 7:00 AM to 6:00 PM . All individuals subject to criminal record review have received clearance or exemption and are associated with the facility. LPA conducted a census, which confirmed the 52 children signed in via the Bright Wheel App . At 3:00 PM , LPA reviewed six children\342\200\231s files , all of which contained the required Personal Rights, Parent\342\200\231s Rights, Medical Consent forms, and Identification & Emergency Information . At 3:30 PM , LPA reviewed six staff files , each of which contained the required Health Screening Report and Employee Rights forms . At least one opening/closing staff member has a valid CPR and First Aid certificate on file. The facility is equipped with a wired smoke detector system , which is connected to notify the fire department when triggered. Per the Director, the smoke detector system is fully functional and serviced regularly . The center also has working carbon monoxide detectors , a working telephone , first aid kits , emergency backpacks , a pull-down fire alarm system , and multiple fully charged 3A40BC fire extinguishers mounted in each classroom, all of which meet the standards established by the State Fire Marshal. The five (5) classrooms were observed around 3:45 PM . Teacher-to-child ratios were in compliance. Classrooms were appropriately arranged for children to explore various learning areas. Play and learning materials were adequate, the floors were clean , an d furniture was the appropriate size for preschool children. Play equipment was age-appropriate and in good repair. Each child has individual storage space for personal belongings. The designated isolation area for sick children is the director\342\200\231s office, located away from other children in care. All required postings were observed in an area accessible to parents and the public. See *809-C. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA reminded the director that a refrigerator shall be used to store any medications that requires refrigeration. Food Service This facility provides snacks twice daily, while parents supply their child\342\200\231s lunch. Weekly menus are posted at the facility for parent review. LPA reminded the director that all staff involved in food preparation and service must observe proper personal hygiene and food service sanitation practices to ensure food is protected from contamination. Bathrooms and Equipment LPA observed that the staff bathroom is located in the main building and is separate from the children\342\200\231s bathroom. Some preschool classrooms have bathrooms and changing tables located within the classroom. Changing tables were observed to be within arm\342\200\231s reach of a faucet, allowing for proper hand-washing practices. LPA also observed sufficient napping equipment and an ample supply of materials available for children in care. LPA Observations During the Inspection During the inspection, LPA observed classroom activities. In some classrooms, teachers were seated with the children at designated eating tables while providing snacks. Other staff members were escorting children to the bathrooms for hand-washing, and some staff were engaged in diaper changing. Staff were appropriately distributed throughout the classrooms, with their attention directed toward supervising the children in their care. Outdoor Play Areas There are two designated playground areas for preschool children. Both playgrounds were observed to be fully fenced and free from defects or dangerous conditions during today\342\200\231s inspection. The playgrounds include trees that provide shade while children are at play, as well as playground equipment designed for preschool-age children. Climbing structures have cushioning underneath to absorb falls, and there are no play structures that require anchoring to the ground. All play equipment was observed to be age appropriate and in good repair. See 809-C. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . Lead Testing \342\200\223 Child Care Centers (CCC) CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the center director Antonio Betts.
