What the inspector wrote

On 6/22/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection for the initial application that was submitted by the applicant. LPA met with Director, Rachel Hendrix and co-owner, Zhen Zhen Li and toured all areas of the facility for a health and safety inspection. The hours of operation are Monday through Friday from 7:30am to 5:300pm. The measurements are as follows: INDOORS: = 600.94 sq ft = 19 children OUTDOORS : 576.43 sq ft = 8 children A fire clearance, with a total capacity of 16 infants, ages birth to 2 years old was received from the El Cerrito Fire Department on 05/16/23. LPA observed that the classrooms have sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The changing table in the Fireflies room is within arm's reach of a sink. The crib area (Grasshoppers room) has four cribs for crib age children. The building has a fully charged 3A40BC fire extinguisher, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Families will provide food for children and milk up to one year old from home. 12 months and up children, facility will provide morning snack, lunch, afternoon snack. Facility will utilize electronic sign in/out. LPA observed the infant outdoor play area, which is fully fenced. LPA reminded applicant to be sure that 100% supervision is provided and age appropriate. LPA reminded Director to follow age requirements for play structure and that older infants are able to play on structure with adult supervision. A waiver will be needed to show a rotating schedule between the infant groups to ensure no more than 8 children are outside at a time. The play area provide sufficient cushion for children in case of a fall. LPA observed shaded areas for children. The isolation area will be in the front area of the facility. See 809-C for continuance. Rachel Hendrix is considered a qualified Infant/Preschool Director with current CPR/First Aid which expires 8/2023 and mandated reporter training's completed and expires 6/29/23. If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . A Infant license for a capacity 16 infants will be effective today, 06/22/23. There are no deficiencies being cited today. Exit interview conducted with Director, Rachel Hendrix.
