What the inspector wrote

On 6/4/2026 at approximately 1:15PM, Licensing Program Analyst (LPA) Jamel Maiwandi met with Licensee Erdenedalai Sangirghaa for an Unannounced Annual/Random Inspection . Present during the inspection were the licensee and the licensee's two minor children. Residing in the home is the Licensee, the Licensee's spouse who is fingerprint cleared, and the licensee's two minor children. LPA toured the home for a health and safety inspection. Hours of operation are 7AM – 5:30PM Monday-Friday. The home is a two story home that consists of three bedrooms, two bathrooms, kitchen, dining room and living room (which have been converted to main day care area), laundry room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. LPA observed kitchen knives and utensils, cleaning products, toxins, and hazardous materials were inaccessible to children in care . LPA observed a gas fireplace in the living room area which licensee stated has a front cover and a child safety gate making it inaccessible to children in care. Licensee stated there are no firearms or pets in the home. LPA did not observe any bodies of water in or around home. ON LIMITS AREA: The living room and dining room area (Converted to main daycare area), Bathroom downstairs (to the right of the front door entrance), the kitchen, and the right side of the fully fenced backyard. Continues on 809-C Page 2 OFF LIMITS AREA: The complete upstairs (including all bedrooms and bathrooms), the left side of the backyard, and the garage. ISOLATION AREA: A corner in the dining room area away from other children in care The home has a fully charged 2A10BC fire extinguisher, a working duel smoke/carbon monoxide detector and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 5/16/2026. The Licensee has current CPR and First Aid certificate s which expire on 11/2026 and current Mandated Reporter training which expires on 3/5/2027 . The Licensee was reminded of the responsibility as a mandated reporter . LPA reviewed the files of five children and one staff (licensee) and were found to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continues on 809-C Page 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the Licensee Erdenedalai Sangirghaa confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
