What the inspector wrote

On 04/10/2025 at 1:20 PM, Licensing Program Analyst (LPA) Christina Watts conducted an unannounced random annual inspection for Dianna Pulver's large family child care home. LPA met with licensee and guided analyst on a tour of the facility. During today's inspection, there were no children in care and 14 children enrolled. Also present during inspection is licensee's adult son. Family members residing in the home are licensee, licensee husband and license adult son. All adults in home have Criminal Record Clearance. Facility hours of operations are Monday - Friday 6:00 AM - 6:00 PM. The home is two story consisting of 3 bedrooms, 2.5 bathrooms, kitchen, dining area, living room, upstairs loft, attached garage and detached garage, backyard with an secured swing and a locked shed. The children on limits areas : Living room, downstairs full bathroom, downstairs half bathroom, first level of detached garage and large backyard that included treehouse, a pool, and a deck. Licensee will be utilizing the living room as the main room for her day care area. Areas off limits include: Entire second floor which contains 1 bedroom, 1 bathroom and upstairs loft, attached garage, 2nd level of detach garage. The LPA toured all areas used by children during this visit. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and central heating system for safety and comfort. There were safe toys, play equipment and materials observed for children. There are stairs in the home that are made inaccessible for children in care. There is a working telephone in the home. Detergents, poisons, cleaning compounds, medications, and other items which can pose a danger to children are made inaccessible in the home. *CON'T ON PAGE 2* *PAGE 2* Per licensee, there are firearms in the home and placed in an off limit area. Licensee has an up to code 3A40BC fire extinguisher and working smoke/carbon monoxide detector on the premises. LPA observed a screened fireplace in the living room. Licensee last conducted fire drill 03/19/2025. Licensee stated they are no pets in the home. LPA inspected the backyard and observed a fence that is safe for children in care. LPA observed a pool with deck, treehouse, and zip line. LPA observed a swimming pool without a gate however with a netted pool cover. LPA did not observe a life ring and a rescue pole. Licensee stated they will purchase items required for swimming pool and submit to licensing. LPA discussed with that there needs to be 100% supervision when children are playing in the pool and zipline. Licensee takes daycare children outside of facility for activities. LPA reminded licensee when outside of facility, 100% supervision of children in care is required. Facility does provide transportation for children, but licensee understands that children cannot be left alone, unattended in parked vehicles. Children\342\200\231s records were reviewed to ensure that each child has an Identification and Emergency form. The licensee Pediatric First Aid and CPR certificate will expire in 05/2026. LPA reminded licensee day care needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that Licensee has to be present in the day care for 80% of the operation hours. Required postings were observed near the entrance. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Website provided: https://www.mandatedreporterca.com/training/child-care-providers . Licensee has provided Mandated Reporter certificate and the certificate has expired in 2022. Licensee stated they will complete Mandated Reporter certificate and submit to licensing. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Dianna Pulver, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. In the areas that were evaluated, there were no violation observed. LPA Christina Watts informed Dianna Pulver that this report dated 04/10/2025 documents a Type B citation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. Licensee has to leave during inspection. Exit interview conducted and report was reviewed with the licensee's son Deven Pulver. A notice of site visit was given and must remain posted for 30 consecutive days.
